White paper is a British government report or policy statement on an important subject. It is a common name for command papers (documents technically submitted to the House of Commons on “command of the Crown”). The British called these documents white papers because many were prepared hastily and submitted without the traditional blue cover used for longer documents. The U.S. government does not use the term officially. But certain U.S. documents are popularly referred to as “white papers.”
