Delegate is a representative chosen by a group to speak or act in its interests. National governments send delegates to international meetings. Delegates to a national political convention are chosen by the states they represent. The states determine the method of selection. They generally use either the primary (popular election) or the state party convention. More delegates may be chosen than the state has votes, in which case there are fractional votes.
