Council on Foreign Relations is a private organization, publisher, and study center in the United States. It works to encourage understanding of global issues and to develop new approaches to U.S. foreign policy. The council promotes debates and discussions to help clarify world issues. It also encourages the publication of books on foreign affairs. Since 1922, the council has published a quarterly magazine called Foreign Affairs.
