Clark, Joseph Sill (1901-1990), a Pennsylvania Democrat, served in the United States Senate from 1957 to 1969. As mayor of Philadelphia from 1952 to 1956, Clark started an urban renewal program there. In the Senate, Clark became a leader of the liberals. His book, Congress: The Sapless Branch (1964), urged congressional reforms. He was born in Philadelphia.
