Ruml, << RUHM uhl, >> Beardsley (1894-1960), an American financial expert and merchant, proposed the withholding tax, a system of income tax payments. This system was adopted by the United States Congress in 1943. Ruml was born in Cedar Rapids, Iowa, and he graduated from Dartmouth College. He obtained a Ph.D. at the University of Chicago, and became dean of social sciences there. In 1934, he went to R. H. Macy & Co., Inc., as treasurer, and served as chairman of the board from 1945 to 1949.
