Bowles, Chester

Bowles, Chester (1901-1986), a government official, served under four American presidents. He also served as governor of Connecticut and as a member of the U.S. House of Representatives. He gave up a successful advertising career in order to enter public life.

Bowles served as director of the Office of Price Administration (OPA) from 1943 to 1946 under Presidents Franklin D. Roosevelt and Harry S. Truman. He was credited by many with holding down wartime inflation. Bowles was ambassador to India from 1951 to 1953 under President Truman. After President John F. Kennedy took office in 1961, Bowles became undersecretary of state and a special adviser on African, Asian, and Latin-American affairs. He was ambassador to India again from 1963 to 1969, serving under Presidents Kennedy and Lyndon B. Johnson.

Bowles was born in Springfield, Massachusetts. He wrote Ambassador’s Report (1954), The Coming Political Breakthrough (1959), The Conscience of a Liberal (1962), and other books on political affairs.
