Clarke, James Paul (1854-1916), served as a United States senator from Arkansas from 1903 to 1916. He won recognition as an independent Democrat and was president pro tempore (temporary president) of the Senate in 1913. Clarke advocated strict railroad regulation and independence for the Philippines. Clarke was born in Yazoo City, Mississippi, on Aug. 18, 1854. He held several state offices and was governor of Arkansas from 1895 to 1897. Clarke died on Oct. 1, 1916. A statue of him represents Arkansas in the Statuary Hall collection in the U.S. Capitol.
