Bicameral legislature refers to a lawmaking body that is divided into two separate groups, called houses or chambers. Many countries have a bicameral legislature. In most bicameral legislatures, both houses must approve a bill before it becomes a law. The system began in England in the 1600’s with the two houses of Parliament, the House of Commons and the House of Lords. See Legislature .
